Placer County becomes first California county to receive Prohousing Designation
The region continues to outpace California
AUBURN, CA – Placer County was named the first California county to receive a state county Set suspensionIt is a distinction that gives Placer and its private development partners a competitive advantage in obtaining grant funding towards affordable housing, workforce housing, sustainable community development, and infrastructure projects.
the California Department of Housing and Community Development Placer County was awarded Prohousing designation with an official announcement on February 3 along with two other jurisdictions: Sacramento County and the city of El Cerrito.
“It is a matter of pride for Placer County to be a state leader in our efforts to streamline affordable housing projects, highlighting void-fill projects that help us grow responsibly and reduce commute for our residents.”
Jim Holmes, Chairman of the Placer County Board of Supervisors
competitiveness
Becoming the first state to be awarded Prohousing allows our community development staff and development partners to be as competitive as possible for construction grants and maintain affordability for homebuyers.”
Earning a desirable Prohousing designation provides the county bonus points or other preference in competitive housing, community development, and infrastructure programs enrollment.
Local governments with a Prohousing designation are eligible to apply for grant funding for the new Prohousing Incentive Program, a $26 million government investment from the Homes and Jobs Building Trust Fund. Designated local governments may also receive priority processing or funding points when applying for several funding programs.
Urgent need
Placer County, along with other Prohousing jurisdictions, has innovated in streamlining the process to get projects online to help meet the critical need for more housing.
Placer County earned the designation by promoting filler development with zoning adjustments to allow for residential and mixed-use development with design review in commercial areas within the county, and planned preparation of a mixed-family, mixed-use design handbook to set objective development standards, helping to streamline construction and reduce costs.
meet housing goals
The Prohousing Designation Program was formed in 2019 as part of a suite of support, incentive and accountability measures to help achieve California’s housing goals, according to state officials. Increasing housing availability statewide is critical to improving the quality of life for all Californians and ending homelessness.
“California continues to deploy a comprehensive set of strategies to increase the housing supply, including unprecedented investment, incentives such as those obtained through Prohousing, and accountability of local governments for meeting community housing needs,” said Gustavo Velasquez, Director of HCD. “These Prohousing authorities have demonstrated that they are committed to addressing their housing challenges through the wide range of available means. We look forward to continuing our investment in their efforts, as we work together to build 2.5 million homes statewide by 2030.”
